A User CAL never replaces the server licence, so the server itself still needs a core-based Standard or Datacenter licence. It also does not cover servers running Windows Server 2022 or 2025, since a CAL cannot be older than the server version it is used with. Remote Desktop sessions require additional RDS CALs. Windows Server 2019 Essentials is licensed without CALs, so buying them for an Essentials-only environment brings no benefit.
