A device first receives a temporary licence, which the licensing server converts into a permanent one on a later connection when a CAL is free in the pool. Reports in the licensing manager show which endpoints hold a CAL and how many remain unassigned.
The per-device model pays off wherever people outnumber machines. Typical examples are production halls, hospital wards, call centres and warehouses, where employees on rotating schedules share the same workstations to reach an ERP client, a patient record system or a business application published through RemoteApp. The licence follows the terminal, regardless of how many different employees log on to it during the day.
The functions that make a practical difference
Device CALs can be tracked by the licensing server whether or not the endpoint is a member of Active Directory, which makes them the practical choice for thin clients that are never joined to a domain. Licensing is also enforced rather than merely recorded: the server cannot hand out more Device CALs than are installed, so the environment cannot drift into accidental over-allocation the way a per-user setup can.
When hardware is retired, an administrator can revoke up to 20 percent of the issued Device CALs and return them to the pool, which helps during hardware refresh projects. Version compatibility works downward, so CALs for the 2022 release also admit connections to session hosts running Windows Server 2019 and 2016. A mixed server estate can therefore be licensed with a single purchase.
Choosing the right edition
The direct alternative is the RDS User CAL for the same server release. A User CAL is assigned to a person in Active Directory and covers that person regardless of which endpoint they use, which suits staff who switch between a laptop, a home PC and a tablet. The Device CAL suits the opposite pattern of few endpoints and many changing users. For customers or partners outside the organisation, Microsoft offers the RDS External Connector as a separate licence. Where session hosts already run Windows Server 2025, the newer 2025 RDS CALs are required, because licences for an older release cannot admit connections to a newer one.
Practical limits worth knowing before you buy
This licence does not replace the base Windows Server CAL; Remote Desktop access needs both. It is not needed for purely administrative access, because Windows Server permits two simultaneous admin sessions without an RDS CAL. The CALs must be installed on an RD Licensing server running Windows Server 2022 or later, so a licensing server on 2019 or 2016 cannot accept them. Device CALs are also a poor fit where employees roam across many personal devices, since every endpoint would then need its own licence.
