Windows Server 2022 User CAL at a glance

A Client Access License, usually shortened to CAL, is the second half of Microsoft's licensing model for Windows Server. The server licence covers the operating system on the physical machine or virtual host, while CALs cover the people or devices that connect to it. This User CAL belongs to the Windows Server 2022 generation and is assigned to one specific person, who may then use the services of the licensed servers in the organisation.

The licence is required whenever someone authenticates against the server or uses its services, directly or indirectly: logging on to the domain, opening a shared folder, sending a print job or working in an application that relies on the server in the background. It is not a program with its own interface but the entitlement that makes such access compliant. Organisations usually buy User CALs together with a Standard or Datacenter licence, or add them later as their headcount grows.

How it is used in everyday work

In a typical small or mid-sized company, one or two Windows Server 2022 machines act as domain controller, file server and print server. Every employee who signs in each morning, opens the department share or prints an invoice is using that infrastructure and therefore needs a CAL. When a new colleague joins, the administrator creates the account in Active Directory and records one licence from the existing pool against that person in the company's licence documentation.

The per-user model fits best where staff do not sit at one fixed workstation. Because the right is tied to the person rather than to a particular computer, it suits field engineers, consultants and managers who move between the office, customer sites and home. Microsoft also permits permanent reassignment of a User CAL to another person, for example when an employee leaves, and temporary reassignment while a user is absent, so the pool stays usable despite staff turnover.

The functions that make a practical difference

The most relevant point is the scope of coverage. One User CAL licenses access to all Windows Server instances the organisation runs, whether physical or virtual, so a company with separate domain, file and application servers does not need one CAL per server. Under Microsoft's down-version rule, a 2022 CAL also covers servers running Windows Server 2019, 2016 or earlier releases, which is useful during staged migrations where old and new systems run side by side.

Indirect access is treated the same way. If people reach the server through a line-of-business application, an authenticated web portal or a pooling layer that bundles many connections into few, Microsoft still counts each individual user, and this licence is what covers them. The rules also define what needs no CAL at all: anonymous access such as visitors browsing a public website hosted on the server, and up to two users or devices that access it only to administer it.

Choosing the right edition

Windows Server 2022 CALs come in two models. The User CAL suits organisations where staff work from changing machines, while the Device CAL is often more economical where several shifts share the same workstations, as in warehouses, call centres or production lines. Both models can be mixed within one environment. Remote Desktop Services is a separate matter: anyone running desktops or applications on the server through RDS needs an RDS CAL in addition to this licence, not instead of it. For external partners or customers, the External Connector licence can replace individual CALs, and Windows Server 2022 Essentials needs no CALs but is limited to 25 user accounts.

Practical limits worth knowing before you buy

A User CAL adds no functions to the server and does not include the operating system; the Standard or Datacenter licence is a separate purchase. It covers Windows Server 2022 and older versions only, so users connecting to servers running Windows Server 2025 need 2025 CALs. Remote desktop sessions are not covered by this licence alone. Before ordering, count everyone who will authenticate against your servers, including part-time staff and contractors with domain accounts, and compare that figure with the number of shared workstations to confirm that the per-user model is the better fit.

Common questions before ordering

Do I need a separate CAL for each server?
No. A User CAL covers that person's access to all licensed Windows Server instances in your organisation, as long as they run the 2022 release or an earlier one. You count people, not servers.

Can this CAL be used to access Windows Server 2025?
No. The CAL version must be equal to or newer than the server version being accessed, so Windows Server 2025 requires 2025 CALs. The rule works in the other direction, however: a newer CAL may be used with older servers.

Does a User CAL include Remote Desktop access?
No. Standard CALs cover ordinary server use such as domain logon, file sharing and printing. A user who works in a remote desktop session or with RemoteApp programs hosted on the server additionally needs an RDS User CAL.
