Windows Server 2025 RDS User CAL at a glance

An RDS User CAL is not a program you install but a licence right. It is the per-user form of the Microsoft Remote Desktop Services client access licence, and it authorises a specific person to open remote sessions on a Remote Desktop Session Host. In Microsoft's licensing model it is an addition to the regular Windows Server CAL: anyone who works on a server through Remote Desktop Services needs both, and this licence covers the remote desktop part.

The 2025 version is the current generation of the RDS CAL family. Microsoft offers it in two types, per device and per user, and this product is the per-user variant, which is assigned to an account in Active Directory instead of to a particular computer. After the CALs have been added to a Remote Desktop Licensing server, that server issues them to users who connect to a session host running in per-user licensing mode. The practical result is a session-based desktop or application deployment that is correctly licensed for the people who actually use it.

How it is used in everyday work

RDS User CALs are typically bought by organisations that run business applications centrally instead of installing them on every laptop. A common example is an accounting or ERP client hosted on a session host in the company's server room or data centre. Staff open the Remote Desktop client or the RD Web Access portal, sign in with their domain account and work in the application as if it were local, while the data stays on the server. The same approach is used for complete session-based desktops in branch offices and for single programs published through RemoteApp.

The per-user model fits teams in which each person has their own dedicated computer and often works from changing locations. Microsoft names exactly this situation, employees with their own devices, as the typical environment for per-user licensing. For administrators the ongoing effort is modest. They add the purchased CALs once, set the deployment to per-user mode and regularly compare the number of active users with the installed licences in Remote Desktop Licensing Manager.

The functions that make a practical difference

The licence opens access to the Remote Desktop Services roles as a whole rather than to one isolated feature. On RD Session Host, many users share one server, which keeps software maintenance and updates in a single place. RemoteApp shows individual programs in their own window on the user's screen, which helps when only one application needs to be centralised. RD Gateway carries connections from outside the company network over HTTPS, and RD Web Access gives users a browser portal that lists the resources published for them.

Two properties of the 2025 generation matter for planning. Microsoft's compatibility matrix confirms that these CALs also license connections to session hosts running Windows Server 2022, 2019 and 2016, so a company can buy current licences now and keep older hosts in service during a migration. Microsoft also documents that RDS CALs are required for Azure Virtual Desktop session hosts running Windows Server, which means the same licence type works in hybrid setups. Per-user CALs can additionally be tracked and evaluated in reports, giving administrators a clear picture of licence usage.

Choosing the right edition

The RDS Device CAL is assigned to a physical computer and suits shift operations in which several employees use the same workstation one after another, a scenario Microsoft itself names for the per-device model. The User CAL is the better choice when staff have their own equipment and there are fewer people than shared machines would suggest, or when people regularly work away from a fixed desk. Because each session host requests the CAL type that matches its configured licensing mode, the decision is usually made per deployment or per host group. For large numbers of external users such as customers or partners, Microsoft provides the RDS External Connector licence as an alternative to individual CALs.

Practical limits worth knowing before you buy

Per-user CALs depend on Active Directory, since Microsoft states that they cannot be tracked in a workgroup, and unlike device CALs, issued user CALs cannot be revoked. The 2025 CALs can only be added to a Remote Desktop Licensing server that itself runs Windows Server 2025, because older licence server versions cannot hold them. This licence neither replaces the Windows Server CAL nor licenses the applications that run inside the sessions. If you only need remote access for administration, you may not need it at all, as Windows Server allows two simultaneous administrative connections without an RDS CAL.

Common questions before ordering

Do I also need a Windows Server CAL?
Yes. Microsoft requires a Windows Server CAL for every user or device that accesses the server, and the RDS CAL is an add-on for the remote desktop functions. Both must be in place for a compliant deployment.

Can these CALs be used with a Windows Server 2022 session host?
Yes. Newer RDS CALs are valid for session hosts of earlier versions, which includes 2022, 2019 and 2016. The reverse does not work, so 2022 CALs cannot license connections to a 2025 host.

Should I choose User CALs or Device CALs?
Compare the number of people who connect with the number of computers they connect from. If most employees have their own computer, the user model is usually more economical, while shared workstations in shift operation favour the device model.
