All of this counts as access, whether the server runs on dedicated hardware or as a Hyper-V guest in your own server room.

A sales manager who opens the customer folder from a notebook at a client site, prints a contract at the office and reaches an internal tool over VPN from a tablet in the evening needs only one User CAL. The most important practical advantage is scope. One CAL covers access to the server's roles as a whole, from directory authentication to file sharing, printing and hosted applications, so individual services are not licensed separately. The CAL is identical for Standard and Datacenter, which keeps mixed environments simple. Down-version coverage also matters: a CAL for Windows Server 2025 permits access to servers running 2022, 2019 and earlier releases, so current licences can be bought while older systems stay in service.
On the server side, coverage is not tied to a single machine either, because the holder may access any licensed server in your organisation that runs this or an earlier version. Practical limits worth knowing before you buy
This licence covers access only, so a Standard or Datacenter core licence must already be in place. It does not include Remote Desktop Services sessions and does not extend to newer Windows Server versions released after this one. Windows Server 2025 Essentials does not use CALs at all. Multiplexing through middleware, web front ends or pooled connections does not reduce the number required, because every person who ultimately reaches the server still needs a CAL. Count users carefully against your actual access patterns before ordering.
